The embassy statement also describes a suspicious surge in reports of abandoned babies after U.S. adoptions resumed, especially in the rural provinces of Thai Nguyen and Phu Tho, where the DeHarts adopted Xander. Many of the abandonments appear to have been staged, said a U.S. Embassy official who declined to give his name, citing embassy rules. �They probably know where the child came from, but they are using false documents to make it difficult for anyone who is trying to figure it out,� he said. The concerns about Xander's adoption stem from a date change on his adoption papers, David DeHart said. The form said the baby had been found abandoned in 2007, but apparently someone had changed the year to 2006. U.S. Embassy officials will not discuss specific cases, citing privacy concerns. During September and October, the first two months of the 2007 fiscal year, they raised questions about 13 adoptions.

Intel unveiling new chips for devices

The emphasis on consumer gadgets comes as Intel has faced slowing growth in the PC industry in recent years. Previous forays into electronics such as digital music players have fizzled, while other moves such as its backing for the Wi-fi wireless technology have helped open up new markets.

Also later this year, Intel plans to ship "Menlow," its first platform for mobile devices optimized for Web access, Otellini said. At the heart of the platform is a chip called "Silverthorne" that is five times smaller and uses 10 times less power than similar chips sold two years ago.

Otellini said future devices will have image recognition technology capable of feats such as helping travelers translate signs and recognize landmarks. Video games and virtual worlds eventually could be controlled by cameras that sense a user's body movements.


AP NewsBreak: Corzine to freeze state spending

State spending has increased from $27.9 billion to $33.47 billion since Corzine took office in January 2006, though Corzine has said most of that increase has come from obligated health care and public worker retirement benefit costs.

The projected $3 billion budget deficit is for the fiscal year that starts July 1.

The increased public school aid is part of Corzine's proposed new school funding formula set for final Monday votes by the Legislature.

Corzine had already signaled his intent to control spending.

In October, Corzine asked his Cabinet to find ways to cut $3 billion from the state budget, though a Treasury spokesman recently said no decision has been made on what to cut. Corzine is scheduled to introduce his budget to the Legislature on Feb.
