The newspaper, which in December broke news of an effort by the National Security Agency to monitor Americans' telephone calls and e-mails, declined a White House request not to publish a story about the government's inspection of monies flowing in and out of the country.

Rick Morgan, president and chief executive officer of CommerceFirst who attended Friday's event, said he predicted a "pretty good year" for his bank, adding that he works with a variety of businesses that are influenced by the government and other entities. The hard part this year will be commercial acquisitions, often the riskiest part of development, he said.

"All of us are going to be really, really careful with that," he said.

As a local business leader and a former county economic development director, Mr. Morgan said Anne Arundel has a lot of fundamental positives that will help it weather a sluggish economy. He noted the county's 3.3 percent unemployment rate, the federal Base Realignment and Closure, or BRAC, jobs coming to Fort George G.

The Capitol cookie jar is full, and state senators appear ready to fight over whether to raid it.

Strong tax revenues are building up a rainy-day cash reserve fund of historic proportions — $542 million by the end of this fiscal year, if revenue meets projections.

"That's probably as high as it's ever been," said Mike Calvert, head of the Legislature's Fiscal Office.

What to do with all that cash?

Gov. Dave Heineman has suggested the money should stay in the bank in case of an economic downturn. And a majority of state senators who responded to a survey by The Associated Press agreed.

But support is far from unanimous, with some influential lawmakers signaling a willingness to spend some of the money while still leaving the state a sizable cushion.
