Implement higher royalty rates, but only do it on NEW projects. For example, say for all projects beginning in 2008, you pay x new rate, otherwise, you are on the old rate system. I know that gives early movers a little bit of an advantage, but they can consider that their reward for investing in the province when no one else would. 2. Regarding cries that the new rate is unfair, boo hoo hoo, etc, I wouldn't worry too much about it. There isn't that many sources of oil left in this world in capitalist countries, so if they want to play ball, they have to pay for it. Besides, it's not like Alberta is asking for an obscene amount of money, they are asking for a recovery rate that is even less than California currently gets. So in conclusion, the Alberta government can/should/will change the rules, but I agree with Wall Street and everyone else in that changing the rules after one has already invested is just plain wrong, and it fosters a very negative image to investors about the business climate of the province.

DOR chief exiting Patrick administration for private sector
The Commissioner of Revenue for the state of Massachusetts, Henry Dormitzer, is set to leave his post next month to join clean energy company Free Flow Power Corp., the company said on Friday. On Feb. 4 Dormitzer will join Gloucester, Mass.-based Free Flow as its CFO. At the Department of Revenue Dormitzer manages 2,300 public employees and is responsible for administering the state's tax laws, enforcing child support obligations, overseeing local budgets, and implementing parts of the state's new health care reform law. Dormitzer joined the Patrick Administration as under secretary for Administration and Finance. "Henry has vast capital markets experience financing complex projects, strategic vision, serious management experience and genuine integrity," said Daniel Irvin, CEO of Free Flow Power Corp., in a statement.

Mike McConnell, the director of national intelligence, told Bush that the new information might cause intelligence officials to change their assessment of the Iranian program, but more time was needed to evaluate the data, White House Press Secretary Dana Perino revealed late Wednesday. The new account from Perino seems to contradict the president's version of his August conversation with McConnell and raised new questions about why Bush continued to warn the American public about a threat from Iran two months after being told a new assessment was in the works. But Perino told CNN there was no conflict between her statement and the Bush's Tuesday account of the meeting, when he said McConnell "didn't tell me what the information was." Nor did Bush mislead Americans in October, when he warned of a third world war triggered by Iran's development of nuclear technology, she said.
